I can't join the college's network... When I search for it, it's not there... But there are people in it...

Facebook Network?
If you can see that people go to that network, try going to their profiles and clicking on the network via their profiles. When you get to the network's page, scroll down to the bottom and look on the bottom left and it should give you the option to join it.
